Guys that roll up to you in parking lots/gas stations offering to sell electronics?

I’ll give you scenarios I’ve encountered a bunch of times. I am coming out of a restaurant and an SUV with a couple of guys around my age(20s) start telling me that they just got a home sound system from *insert name of local electronics megamart* and are willing to sell it to me for cheap. I usually tell them off. The other day I laughed. But what is their deal? I am guessing it’s busted, so are there people stupid enough to buy something like that off random guys? Now keep in mind I don’t live in a major urban area, so it’s not a likely scenario around here at all. I dunno, just wondering if someone has an interesting explanation. thanks for your time.
those are good answers, but perhaps I should point out that those guys look clean cut and in a non-beat up car most of the time, but than I guess I know coke heads with flawless appearance.
