    This is a perfectly reasonable home project. Skulk around on Ebay and surplus stores until you find yourself a high voltage capacitor. Say 10uF at 20kV or so. Then you need an old TV antenna, the VHF outdoor type.

    To make an EMP, first charge the capacitor then discharge it into the antenna, using either a spark gap or a home made switch. This will produce a large pulse on whatever frequency the antenna is tuned to. Be sure to get the kind of antenna that is short circuit to DC, otherwise this will not work.

    An old TV set makes a good power supply for charging the capacitor, or you might be able to find one surplus. But most of your budget should go on the HV capacitor, this is the critical item.

    Take care, the capacitor is not inherently sub-lethal. This is a “blood and thunder” project!
